PROCEDURE FOR GETTING AN ASSESSMENT

1) Send request to SRA,  Eric Beck  to validate data for upgrade.

a) Ensure you have the game count and time in grade. Referee will need to provide
written evidence to support his request for upgrade if requested by SRA
b) Send check with letter requesting upgrade to SRA (Amount is specified on upgrade form)

2) SRA will validate that the upgrade request meets the specified criteria and the referee
will be advised in writing accordingly.
Referee needs to confirm with SDA that he/she has been approved for upgrade.
Validation letter can be faxed to SDA or an e-mail can be sent confirming approval.

3) If a referee has a schedule of games, he/she can forward that with the note of confirmation to the SDA. If the referee does not have any games scheduled, it is the referee’s RESPONSIBILITY to get with the assignors in their area to get the appropriate level of game that is necessary for assessment.
For upgrade from 8 to 7, level of game necessary is U19 Girls or higher OR U-16Boys or higher.
For upgrade from 7 to 6, level of game necessary is U-19 Boys or higher.
For upgrade from 6 to 5, level of game necessary is Division One or higher.
Games Schedule should allow at a minimum, 10 days for SDA to appoint an Assessor.
SDA will make every attempt to accommodate a window of less than 10 days where feasible.

4) When the game schedule is received by the SDA, it will be the SDA’s responsibility to determine if the game schedule meets the criteria for assessment. The SDA will decide when, where and by whom the referee will be assessed.
The SDA will do the necessary communications with the assessors and determine their availability and appointment.
The SDA will be the ONLY person responsible for selection and appointment of the ASSESSOR
REFEREES should NOT ATTEMPT to contact any assessors to inquire of their availability for pending evaluations/assessments.
No assessor should avail themselves to the referees if this happens. The referee should be referred to the SDA or the appointed designee who handles these matters.

5) The candidate will be notified in writing via e-mail as to the appointment of the assessor. The assessor will also be notified via e-mail with the details of the game, venue and the referees to be assessed.
At a minimum, the referee will be notified of his/her pending assessment, at a minimum 48 hours prior to his scheduled game that he/she will be assessed at.
(This will only apply for UPGRADE assessments. There will be no notification of candidates for blind assessments or maintenance assessments.)
Blind Assessment: A referee can be subject to a blind assessment if he or she is found to be having problems on the field in terms of player/game management on a regular basis.
For example, frequent complaints from team managers or the league, frequency and numerate issuance of yellow/red cards, written complaints to SRA or a combination of any of these criteria can subject a referee to be given a blind assessment.
Note: This is not a tool to punish the referee but to look at him in his/her normal surroundings and provide some guidance on how to correct and remedy the issues at hand.
Maintenance Assessment: Yearly assessment at his or her current grade level. Every state ONE and state TWO referees will be subject to this requirement.

6) It is the RESPONSIBILITY of the REFEREE to notify the SDA and the APPOINTED ASSESSOR of any changes to his/her designated schedule. If changes are not notified and assessor goes out to assess the game but is unable to do his job, the assessment fee will be paid to the assessor. The referee will forfeit that portion of his payment that was sent to the SRA at the time an upgrade was requested. The referee will have to issue a check for a like amount and forward it to the SRA before the furtherance of his assessment request will be entertained.

7) The assessor WILL advise the referee at the POST GAME whether he/she passed or failed the assessment. The assessor should discuss how the game went and suggest areas for improvement to the referee at the POST GAME briefing.

15) The assessor MUST send a written report to the referee and the SDA.
The report must be submitted to the referee and the SDA within ten (10) working days from the date of the assessment. Failure to do so without a valid reason will cause the assessor to forfeit his game fee.

9) The SDA will ONLY notify the SRA when the referee has met the FIELD requirements for upgrade. The SDA WILL NOT divulge information to any other party or association as to the status of referees seeking upgrade to the next level. This, to ensure that the confidentiality of the assessment process in maintained.

10) It will be the referee’s responsibility to ensure that he has met all the OTHER requirements for upgrade. Referee has to ensure that he has taken the written and physical test for the year he/she is requesting upgrade. He/she will need to advise the SRA of this and provide supporting documentation and submit the necessary registration forms for upgrade where necessary.

11) It will be the responsibility of the SRA or his designee to update the database.
The SRA will forward the updated database to the registered assignors.


12) Where a referee is not successful in meeting his field requirements for upgrade, the following
procedures need to be followed. (APPLIES FOR UPGRADE TO STATE LEVEL ONLY)

a) An assessment for upgrade to State Level will require TWO (2) assessments in the center and ONE (1) line. If one of the assessments as a center referee is not favorable, the referee will need THREE (3) passing assessments and one line. If he/she is not successful again, the referee will need FOUR (4) passing assessments as a center and one line.
If the referee is not successful on the line, he/she will need TWO (2) additional passing assessments on the line.

b) A referee who has not been successful in THREE or more assessments will have to wait a minimum of ONE YEAR before he/she will be considered for an assessment again.
He or she will have to resubmit a fresh new request for upgrade after the expiration of the stipulated one-year period.

The necessary assessments for upgrade will have to be completed in one year.
For e.g. one field assessment completed in Jan 2002 and the next one in July 2003 will not be acceptable. The two middles and one line will have to be completed during a 12-month cycle.

13) Any Oregon registered referee wishing to get evaluated/assessed at on Out of State tournament or event MUST make that request in writing to the Oregon SDA at least (14) fourteen days in advance of the commencement of the event.
If he/she is granted approval, permission to get assessed will also have to be attained by the Oregon SDA from the SDA of the State where the event is being held.
If this procedure is not followed, and the referee does get assessed at an out of State event, the assessment will go on his record only but WILL NOT count for UPGRADE.

(ONLY NATIONAL TOURNAMENTS ARE EXEMPT FROM MEETING THIS REQUIREMENT.)

14) Any Out of State Assessor who has been invited to work in Tournaments organized by the various local soccer clubs are authorized to give FEEDBACK only to referees. If any formal assessments are to be conducted by the assessor/assessors, permission will have to be sought in writing by the SDA of the state where the assessor originates to the Oregon SDA.
